I don't know how to add the alt tags, but I bet if you google "adding alt tags to images" or something, you might find some good resources. You can also just include a brief description right above or under the photo, and that would take any programming.
Hi Maddie, I saw R's link to your post and thought I could help. To add photo descriptions via alt tags is pretty easy. After you have uploaded your images on the Blogger post page, click on the Edit HTML tab and then look for the bit of code that says alt="". Between the quotation marks is where you should add the photo's description. They'll be read by screen readers and also pop up as the little tool tip things when the mouse pointer runs over the image in some web browsers. Hope that helps. :-)
